Some ways of defending inequality against the charge that it is unjust require premises that egalitarians find easy to dismiss—statements, for example, about the contrasting deserts and/or entitlements of unequally placed people. But a defense of inequality suggested by John Rawls and elaborated by Brian Barry has often proved irresistible even to people of egalitarian outlook. The persuasive power of this defense of inequality has helped to drive authentic egalitarianism, of an old-fashioned, uncompromising kind, out of contemporary political philosophy. 1. The present paper is a continuation of my “Self-Ownership, World Ownership, and Equality,” which began with a description of the political philosophy of Robert Nozick. I contended in that essay that the foundational claim of Nozick's philosophy is the thesis of self-ownership, which says that each person is the morally rightful owner of his own person and powers, and, consequently, that each is free to use those powers as he wishes, provided that he does not deploy them aggressively against (...) others. To be sure, he may not harm others, and he may, if necessary, be forced not to harm them, but he should never be forced to help them, as people are in fact forced to help others, according to Nozick, by redistributive taxation. Background: Only data of published study results are available to the scientific community for further use such as informing future research and synthesis of available evidence. If study results are reported selectively, reporting bias and distortion of summarised estimates of effect or harm of treatments can occur. The publication and citation of results of clinical research conducted in Germany was studied.Methods: The protocols of clinical research projects submitted to the research ethics committee of the University of Freiburg in 2000 were (...) analysed. Published full articles in several databases were searched and investigators contacted. Data on study and publication characteristics were extracted from protocols and corresponding publications.Results: 299 study protocols were included. The most frequent study design was randomised controlled trial , followed by uncontrolled studies , laboratory studies and non-randomised studies . 182 were multicentre studies including 97 international collaborations. 152 of 299 had commercial funding and 46 non-commercial funding. 109 of the 225 completed protocols corresponded to at least one full publication ; the publication rate was 48%. 168 of 210 identified publications were cited in articles indexed in the ISI Web of Science. The median was 11 citations per publication .Conclusions: Results of German clinical research projects conducted are largely underreported. Barriers to successful publication need to be identified and appropriate measures taken. Close monitoring of projects until publication and adequate support provided to investigators may help remedy the prevailing underreporting of research. (shrink)

Background: The magnitude of bullying and harassment among psychiatrists is reportedly high, yet no peer-review published studies addressing this issue could be found. Therefore, it was decided to conduct a pilot study to assess the degree of the problem, the types of bullying/harassment and to provide some insights into the situation.Methods and Principal Findings: Following multiple focus group meetings, a yes/no response type questionnaire was developed to assess the degree and type of bullying and harassment experienced by psychiatrists. Over a (...) 3-month period the questionnaire was administered to a random sample of 60 psychiatrists. 57 out of the 60 psychiatrists reported harassment and bullying. Frequencies of the following response variables are presented in descending order: rumours 40% ; defamation 20% ; passing remarks 20% ; false accusations 15% ; threats 13.3% ; verbal abuse 13.3% ; unjustified complaints 13.3% ; promotion blocked 13.3% ; humiliation 13% ; bad reference given 10% ; credentials questioned 8.3% ; physical attacks 5% ; termination 5% ; derogatory remarks 1.7% and 1.7% were subjected to personal work. As a result of being subjected to harassment, 66.7% of the psychiatrists did not take any action, whereas 33.3% confronted the person they believed responsible. Asked whether the bullying and harassment caused distress, 18.3% of the psychiatrists did not report any effect, 30% reported mild distress, 40% moderate distress and severe distress was reported by 11.7%.Conclusions: It was concluded that the magnitude of bullying and harassment among psychiatrists may be quite high, as evidenced by this pilot study. There is a need for extensive systematic studies on this subject and to establish strategies to prevent and address this issue at a national and regulatory level. (shrink)

In recent years, the pages of our journal have carried a number of discussion articles dealing primarily with one question: the essence of the concept of "ethical category" and the concrete place that each ethical category should occupy in the socio-cultural complex denoted by the terms: morality, morals, ethics. The need for discussion of such questions in our scholarly literature on ethics has long been present. The immediate impetus for opening the discussion was publication of L. M. Arkhangel'skii's interesting and (...) significant monograph, The Categories of Marxist-Leninist Ethics [Kategorii marksistsko-leninskoi etiki], and his article "The Essence of Ethical Categories" [Sushchnost' eticheskikh kategorii], in Filosofskie nauki, 1961, No. 3. These writings indisputably represent a step forward in the study of a number of specific ethical categories. However, both in Arkhangel'skii's definition of the concept of "ethical category" and in his interpretation of that definition, there are, in the opinion of a number of participants in the discussion, spots that are weak both in terms of science and of logic. Arkhangel'skii understands ethical categories as "the principal key concepts of ehtical theory, reflecting the fundamental characteristics of morality in general , constituting social reflection of objectively operative concrete historical criteria of moral evaluation , as well as of requirements presented with respect to moral obligations , moral responsibility , dignity , and moral satisfaction , the content of which is determined by the principles of a given morality". I am now sitting in La Antigua, Guatemala. It's 6:00 a.m. Ancient church bells compete with their clanging. Some with a clear ringing, others of dead metal. For centuries this tiny town of some 20 square blocks was the very center of Christianity in the "new" world. Its philosophy was brought to this place, lock, stock, and barrel. There has been much discussion about what, if any, legal and moral duties professionals have to disclose relevant genetic information to the family members of someone with an identified disease predisposing mutation. Here, we present a case report where dissemination of such a genetic test result did not take place within a family. In contrast to previous literature, there appeared to be no deliberate withholding of information, instead distant relatives were unable to communicate relevant information appropriately. When communication was facilitated (...) through the follow-up of a chance remark, the patient was able to avoid planned major surgery, with its attendant morbidity, and her high anxiety levels were much reduced. We believe this case highlights the need for an ongoing debate on how genetic services can best support patients and their families with disclosing relevant genetic information to other family members. This book presents G. A. Cohen's Gifford Lectures, delivered at the University of Edinburgh in 1996. Focusing on Marxism and Rawlsian liberalism, Cohen draws a connection between these thought systems and the choices that shape a person's life. In the case of Marxism, the relevant life is his own: a communist upbringing in the 1940s in Montreal, which induced a belief in a strongly socialist egalitarian doctrine. The narrative of Cohen's reckoning with that inheritance develops through a series of sophisticated (...) engagements with the central questions of social and political philosophy. In the case of Rawlsian doctrine, Cohen looks to people's lives in general. He argues that egalitarian justice is not only, as Rawlsian liberalism teaches, a matter of rules that define the structure of society, but also a matter of personal attitude and choice. Personal attitude and choice are, moreover, the stuff of which social structure itself is made. Those truths have not informed political philosophy as much as they should, and Cohen's focus on them brings political philosophy closer to moral philosophy, and to the Judeo-Christian ethical tradition, than it has recently been. The usual representation of quantum algorithms is limited to the process of solving the problem. We extend it to the process of setting the problem. Bob, the problem setter, selects a problem-setting by the initial measurement. Alice, the problem solver, unitarily computes the corresponding solution and reads it by the final measurement. This simple extension creates a new perspective from which to see the quantum algorithm. First, it highlights the relevance of time-symmetric quantum mechanics to quantum computation: the problem-setting and (...) problem solution, in their quantum version, constitute pre- and post-selection, hence the process as a whole is bound to be affected by both boundary conditions. Second, it forces us to enter into relational quantum mechanics. There must be a representation of the quantum algorithm with respect to Bob, and another one with respect to Alice, from whom the outcome of the initial measurement, specifying the setting and thus the solution of the problem, must be concealed. Time-symmetrizing the quantum algorithm to take into account both boundary conditions leaves the representation to Bob unaltered. It shows that the representation to Alice is a sum over histories in each of which she remains shielded from the information coming to her from the initial measurement, not from that coming to her backwards in time from the final measurement. In retrospect, all is as if she knew in advance, before performing her problem-solving action, half of the information that specifies the solution of the problem she will read in the future and could use this information to reach the solution with fewer computation steps. This elucidates the quantum computational speedup in all the quantum algorithms examined. (shrink)

The logical status of abstraction principles, and especially Hume’s Principle, has been long debated, but the best currently availeble tool for explicating a notion’s logical character—permutation invariance—has not received a lot of attention in this debate. This paper aims to fill this gap. After characterizing abstraction principles as particular mappings from the subsets of a domain into that domain and exploring some of their properties, the paper introduces several distinct notions of permutation invariance for such principles, assessing the philosophical significance (...) of each. In his Tanner Lecture of 1979 called ‘Equality of What?’ Amartya Sen asked what metric egalitarians should use to establish the extent to which their ideal is realized in a given society. What aspect of a person’s condition should count in a fundamental way for egalitarians, and not merely as cause of or evidence of or proxy for what they regard as fundamental?

Charles Sanders Peirce wrote the article “The probability of induction” in 1878. It was the fourth article of the series “Illustrations of the Logic of Science” which comprised a total of six articles. According to Peirce, to get a clear idea of the conception of probability, one has ‘to consider what real and sensible difference there is between one degree of probability and another.’ He endorsed what John Venn had called the ‘materialistic view’ of the subject, namely that probability is (...) the proportion of times in which an occurrence of one kind is accompanied by an occurrence of another kind. On the other hand, Peirce recognized the existence of a different interpretation of probability, which was termed by Venn the ‘conceptualistic view’, namely the degree of belief that ought to be attached to a proposition. Peirce’s intent on writing this article seems to be to inquire about the claims of the conceptualists concerning the problem of induction. After reasoning on some examples, he concluded on the impossibility of assigning probability for induction. We show here that the arguments advanced in his article are not sufficient to support such conclusion. Peirce’s thoughts on the probability of induction surely may have influenced statisticians and research scientists of the 20th century in shaping data analysis. (shrink)

The function of philosophy may be circumscribed as consisting in ma king a keen analysis of the peculiar nature of the crisis-situation, as it has existed among mell throughout th~ centuries of human history, and as it manifested itself in definite ways at the various stages of this his tory. That is to say, philosophy may be regarded as the discipline which, again and again, will have to determine the authenticity of man's ex istence in the light of the changing (...) conditions of life, i. e., man's chang ing needs and interests. Fundamentally, these needs may be regarded as being of a material, an intellectual, an aesthetical and a spiritual kind. On the grounds of the crisis, which inevitably exists among men on ac count of the controversial nature of their various truth-perspectives, as they are postulated on a personal level, in the sciences, in history, in the fine arts and in theology, man creates and re-creates the goods of civilization and the cultural values. The task of philosophy consists then in making an ever new assessment of man's changing needs, in terests and aspirations on the basis of the specific conflicts and prob lems with which man wrestles at a certain historical stage. It is in this way that the important philosophical systems were constructed, which we still admire to-day. (shrink)
